Annice Cody, MBA
Annice has led Primary Care Coalition since April 2025. She is well known in Montgomery County for her efforts to support, define, and drive community health improvement with a focus on building effective partnerships that create positive returns – in health, well-being, and financial performance. Prior to joining PCC, she worked 25 years at Holy Cross Health — 14 years in strategic planning and then 11 as president of Holy Cross Health Network, the community-based operational division of Holy Cross Health that managed safety-net health centers, primary care, community health education and engagement, population health, and advocacy.
Her commitment to the community is also evident in her local leadership roles: she serves as the Chair of the Board of Trustees of Montgomery College. She previously chaired the Nexus Montgomery Regional Partnership, and co-chaired Montgomery Moving Forward. -

Hillery Tsumba, MBA
CHIEF OPERATING OFFICER
Hillery leads the human resources, financial, and administrative functions within the organization. She support organizational growth, and advances the mission of the organization by working closely with the CEO, the Board of Directors, and senior executives to align operational activities with the PCC's strategic plan. Prior to joining the Primary Care Coalition, Hillery worked as a strategic communications consultant with a portfolio of clients that spanned large federal agencies to small community based nonprofit organizations.

Mindy Pierce, MBA
SENIOR DIRECTOR OF POPULATION HEALTH
Mindy has served in various leadership roles in the healthcare industry, with strong, focused work in improving the whole health of populations. Through program development, strategic organizational transformation, operational planning, and community collaboration, Mindy has launched and expanded numerous health initiatives for employers, businesses, and communities. She has a palpable passion for creating and empowering positive, vibrant environments that nurture team and community well-being. She has a B.S. in Human Nutrition, Foods, and Exercise, and an M.B.A. in Health Care.

Veronica Vela, DrPH, MEngr
SENIOR DIRECTOR OF HEALTHCARE ACCESS
Dr. Vela oversees the Montgomery Cares and Care for Kids programs, which operate through PCC’s partnership with the Montgomery County Department of Health and Human Services. Holding a master's degree in systems engineering with a focus on human-centered design, Dr. Vela has dedicated her career to enhancing healthcare access, quality, equity, and patient experiences. Drawing on her expertise in population health, human-centered design, and systems redesign, she effectively aligns healthcare services to meet the needs and priorities of the community's most vulnerable residents.

Fareed Anjum
DIRECTOR OF DATA & INFORMATICS
Fareed is responsible for the oversight and implementation of all data management programs, projects, and activities. Prior to his role as Director of Data and Informatics, he has served Primary Care Coalition from 2010 to 2017 as Data Manager, Senior Data Manager and Manager Health IT Systems. In this role, he provided data management support for various programs and targeted projects for PCC and a network of twelve safety-net clinic organization. Fareed has over twenty years of experience in providing IT support and database management for diverse organizations within the U.S. and abroad. He holds degrees in Mathematics, Statistics, and Economics as well as professional certifications in multiple information and financial management systems.

Stephanie Narayanan, MPH
DIRECTOR OF DEVELOPMENT & EXTERNAL RELATIONS
Stephanie is responsible for telling the PCC story through compelling communications and grant proposals, developing and maintaining relationships with partners, and leading fundraising functions, including post-award compliance. She holds a B.A. in comparative literature and women’s studies and a master's in international health and health behavior. Over her non-profit career, she has worked in the areas of administration, communications, and grant writing to support projects advancing education, independent media, community engagement, and health.
