Quality Health Improvement Committee (QHIC) Clinical Advisor (Volunteer/ Part‑Time)

Why This Role Is Important 

The Primary Care Coalition (PCC) is the central hub of Montgomery County’s healthcare safety net, serving uninsured, low-income individuals. PCC administers Montgomery Cares, a network of 11 independent health centers which offer primary care to nearly 25,000 adults. PCC is working with health centers to enhance the quality of care across safety‑net health centers. To advance this work, we are seeking a volunteer clinical leader who has familiarity with the healthcare safety net in Montgomery County, first-hand experience and insight into the realities of serving diverse, low-income, uninsured, immigrant patients. This is an excellent opportunity for a clinical leader interested in making a difference in their community by working in partnership with safety net health centers and the Primary Care Coalition to advance healthcare quality. With changes in federal funding and people expected to lose Medicaid coverage in the coming year, now more than ever, Montgomery County’s healthcare safety net needs a passionate community, clinical leader.

  • Seeking to make meaningful, system‑level impact in a volunteer, part‑time capacity to improve care for uninsured patients  


Position Summary 

The QHIC Clinical Advisor supports clinical, strategic, and system‑level leaders to improve quality across the Montgomery Cares network. The Advisor partners closely with the Primary Care Coalition, supports health centers, and helps align quality efforts with county and national public health priorities, within existing funding and capacity constraints. 

This is a part‑time volunteer role with a one‑year term, renewable, and selected through a transparent nomination process. The Advisor is an active participant and leader in quarterly QHIC meetings, including reviewing quality data in advance to support informed decision‑making. 

Responsibilities 

1. Clinical & Quality Leadership

  • Review Montgomery Cares quality metrics, trends, and reports prior to each QHIC meeting. 

  • Identify performance concerns and improvement opportunities based on data. 

  • Support development and implementation of clinical guidelines, protocols, and standing orders to standardize care.

  • Bring forward new interventions, promising practices, and emerging care models that can improve quality metrics and health outcomes. 

  • Promote culturally responsive, equity‑focused medical care for immigrant, refugee, and multilingual communities.

2. Participation & Governance

  • Participate in and partner with PCC to set agendas and lead quarterly QHIC meetings. 

  • Ensure agendas reflect system needs, and improvement priorities for serving the Montgomery Cares population. 

  • Facilitate discussion, ensure engagement from all health centers, and drive action and decision making among the group. 

  • Oversee, provide input, and monitor progress on specific initiatives to 1) improve quality/enhance access, 2) update or expand quality measures. 


Professional Background & Desired Skills

  • Medical degree from an accredited institution; MPH or MBA desirable

  • Experience working within Montgomery County’s healthcare safety net (e.g., Montgomery Cares or Care for Kids health centers, PCC, DHHS, county health operations, or community‑based organizations) 

  • Demonstrated leadership in clinical quality, public health, population health, and system transformation 

  • Commitment to serving diverse, immigrant, refugee, and uninsured populations 

  • Understanding of Social Determinants of Health and experience implementing practical solutions 

  • Proven track record of innovation and transformation in healthcare or public health 

  • Ability to bridge clinical, administrative, and front‑line perspectives 

  • Comfortable reviewing quality metrics, analyzing data, and driving data‑informed action

Term & Commitment

  • Part‑time volunteer role with flexible hours 

  • One‑year renewable term 

  • Expected time commitment: 3–5 hours per month, aligned with quarterly meeting preparation
